Plotagon is an animation software package for macOS, Windows, iOS, and Android.  Plotagon Story is a free version that includes 4 characters and 2 scenes. There are additional characters and scenes available, some for free and some that cost.

Plotagon Education costs money, but offers more control over accounts and access to more characters and scenes without additional charges. Plotagon Education can also download movies to the camera roll.
