Chrome highlights are coming in version 90
Source: A more helpful Chrome, throughout your workday
Google is adding the ability to highlight text on a website when you create a link. I mentioned this ability before when using an add-on, but now it will be available without the add-on. The ability is not showing up for me in Chrome version 90 yet, but does show up in the beta version:
To use the highlighting feature, select the text on the page you want to highlight and right click. In the popup menu there will be an option to Create link highlight. Selecting this will create the link highlight and copy it to the system clipboard. Unfortunately, the link contains the text you are highlighting, making the link very long:

Depending on how you’re going to use it, you may want to buddy up with an URL shortener.
